145th CES Chaplain gets Promoted to Major

U.S. Air Force Capt. Scott M. Ostrowski, was ceremoniously pinned to the rank of Major by his wife Tami and mother Stephanie, during a promotion ceremony held at the North Carolina Air National Guard base, Charlotte Douglas Intl.
