Col ALLAN R. CECIL

Colonel Allan R. Cecil is Vice Commander 145th Airlift Wing,
North Carolina Air National Guard, Charlotte, North Carolina. He
assists the Commander with the formulation, presentation and
execution of an allocated multi-million-dollar budget involving
several major force elements and state funds. Through
subordinate commanders, he assists in the planning organization,
direction and control of the flying mission, maintenance and
protection of assigned C-17 aircraft along with acquisition,
construction and maintenance of real property. He is responsible
for the recruitment, training, supply and care of assigned
personnel.

Colonel Cecil enlisted in the North Carolina Air National Guard in
1984 completing the Weather Specialist and Technician Schools
Jul 1985 and Jul 1991 respectively. He graduated from Belmont
Abbey College May 1996 and commissioned in May 1997 from the
Air National Guard’s Academy of Military Science. During his 34
year career, he has held a variety of operational maintenance and
support assignments at the wing, group, squadron and flight levels.
He has supported multiple contingencies, exercises and related
missions including operations Enduring Freedom, Joint Forge, and
Coronet Oak. A notable assignment includes support of
Modular Airborne Fire Fighting System operations in the western
United States. Colonel Cecil previously commanded the 145th
Communications Flight, 145th Aircraft Maintenance Squadron,
145th Maintenance Squadron and the 145 Maintenance Group
Deputy Group Commander. In February 2018, he was assigned to
his current military position.

Prior to his current position, the Colonel was the 145th Maintenance Group Commander, North Carolina Air National
Guard, Charlotte, North Carolina.
